At present, China's water resources are facing a very severe situation, with serious water pollution, deterioration of water ecological environment, and shortage of water resources becoming increasingly prominent issues, which have become the main bottleneck restricting sustainable economic and social development. In order to promote the sustainable utilization of water resources and the transformation of economic development mode, and to coordinate economic and social development with the carrying capacity of water resources and water environment, the Central Office and the State Council issued the "Opinions on Fully Implementing the River Chief System" on November 28, 2016. On June 27, 2017, the "River Chief System" was first included in Article 5 of the Water Pollution Prevention and Control Law, which states that provinces, cities, counties and townships should establish a river chief system, and the river chief system should be elevated from emergency measures to national will.
Water quality monitoring of pollution sources and sewage discharge channels in various parts of the country is still in the manual monitoring stage, which is difficult to reflect the continuous changes in sewage discharge from enterprises and cities. In terms of water resource pollution, efforts are constantly being made to strengthen governance. However, due to factors such as weak environmental protection awareness and the drive of interests, arbitrary discharge of sewage and non-standard discharge often occur, resulting in serious environmental pollution.
